Caroline Ross is a research associate in the Justice Policy Center at the Urban Institute, where her research currently focuses on justice reinvestment, juvenile justice initiatives, and community-based crime reduction strategies.

She received her BA and MPA specializing in policy analysis from New York University, where she was a Catherine B. Reynolds Scholar in Social Entrepreneurship.
