Juliana Pigey is a senior associate in the Center on International Development and Governance at the Urban Institute. She is a municipal and urban finance and decentralization specialist with 25 years of experience conducting policy and fiscal impact analysis of local government systems; supporting decentralization and intergovernmental fiscal reform; and advising on municipal infrastructure finance and debt management, particularly in urban contexts and in fragile and post-conflict countries.

Pigey has worked for key bilateral and multilateral agencies such as the World Bank, IMF, EBRD, USAID, and KfW in over 30 countries, including Cambodia, Ethiopia, Tunisia, Vietnam, and others in Africa, Asia, and Europe. She has given presentations at numerous training workshops and policy seminars on various issues, including municipal capital markets and infrastructure finance, municipal financial management, decentralization policy, and intergovernmental cooperation structures.

Pigey analyzed urban infrastructure finance systems in Morocco and Tunisia for the World Bank; this background was incorporated in Financing Africa’s Cities—The Imperative of Local Investment by Thierry Paulais. She coauthored Adaptation and Mitigation: What Financing Is Available for Local Government Investments in Developing Countries with Thierry Paulais for the Fifth Urban Research Symposium 2009–Cities and Climate Change: Responding to an Urgent Agenda. She also contributed to the UNCDF’s comprehensive review of local policy and governance arrangements in the report Local Development Outlook–Cambodia.

Pigey has a BA magna cum laude in political science and French from New York University and an MA in international relations/business from the l'Institut d’Etudes Politiques de Paris, France.
