Katharine Mark

Senior Research Associate

Katharine Mark has more than two decades of international experience in local government, performance management, and urban issues. She has directed local government / decentralization projects in Latin America, Eastern Europe, and Africa, including the current Strengthening Civic Participation in Rwanda, and earlier projects in Ethiopia, Honduras, Albania, and Hungary.

Ms. Mark has also provided technical assistance and training in a range of aspects of performance management for national governments in Colombia and Peru, and has worked with local governments in Hungary, Albania, Rwanda, Ghana, Ethiopia, Colombia, and Honduras, to incorporate performance management – and citizen feedback (including customer surveys) – into their budgeting, decision-making, and resource allocation, to improve service delivery and responsiveness to citizens. Ms. Mark has also provided training to staff of several multilateral donor agencies (the World Bank, the IADB, and UN Habitat) on defining and measuring project outcomes. Ms. Mark has developed materials to support "legislating for results" enabling legislators in US state governments, in the parliament in Ukraine, or US city councilors obtain and use outcome information to improve in oversight and decision making in their work. Ms. Mark directed the USAID housing and municipal technical assistance program in Hungary between 1992 and 1999, covering local government finance, infrastructure finance, municipal management, and housing policy.

She is currently working on an impact evaluation of the MCA programs in Benin (on land and on financial services). Ms. Mark speaks fluent Spanish and French, and holds an MSc in Economics from the London School of Economics.
