Coughlin, a senior fellow, has been at the Urban Institute since 1987. She researches and analyzes a range of health issues with particular emphasis on Medicaid, managed care, the health care safety net, and state health policy.
In current projects, Coughlin is investigating the effect of federal policy changes governing state Medicaid financing, how state Medicaid reform activities affect program beneficiaries and the impact of premiums on adult participation in public programs. Some of her recently completed projects include assessing how managed care affects access to care for disabled Medicaid beneficiaries and evaluating the impact of offering quality incentives to health plans participating in Medicaid managed care.
She holds an M.P.H., University of California, Berkeley.
