Policymakers, practitioners, and researchers who focus on children’s programs wonder why voters who say they care about the next generation can be so reluctant to spend tax dollars on children. Children’s needs often disappear in federal and state deficit and budget-cutting debates, despite what many see as good evidence that at least some high-quality programs can deliver high returns on investment.
What explains this disconnect? The quality of programs? The lack of sufficient evidence? The public’s skepticism about the evidence? Or all of the above? In an era of constant belt-tightening, around-the-clock media scrutiny, and waning public confidence, children’s programs and those who work in them, like all government programs and public servants, are being put to the test -- of effectiveness, efficiency, transparency, and accountability.
A unique panel of experts -- with experience spanning federal, state, and local governments, public communications, performance measurement, and neighborhood data analysis -- will bring much-needed light to the challenges of improving children’s programs and boosting public confidence that these programs are working, needed by families, and worth funding.
